That day, a young woman named Victoria was driving home along a country road. She was driving calmly, staying within the speed limit and carefully following the road signs. The weather was pleasant, and there were very few cars on the road, so she wasn’t expecting any trouble.
After a while, a patrol car appeared in her rearview mirror. The officers switched on their flashing lights and signaled for Victoria to pull over to the side of the road.

Victoria turned out to be an employee of the internal security department, which handled investigations into complaints against police actions. She was returning from a work meeting and was driving her own private car, so the officers had mistaken her for an ordinary young woman.
